Can't view App Store purchase history

I'm trying to restore a purchase of an app I made years ago that's no longer in the app store. If I select any year other than the current year, my app store purchase history won't load. As soon as I add a filter and press "apply" it just spins perpetually. I've tried restarting my phone, different networks, etc. No use. This is where it's getting stuck.
