You cannot increase the amount of local device storage on an iPhone. The flash chip or chips are soldered in – and there is no provision for installing anything like a microSD-family card.

iCloud storage, on Apple's servers, is for storing backups and for synchronization – and for most purposes, is not a substitute for device storage.

One exception:

If you are using iCloud Photos, and have enough space in iCloud for all of your backups and synchronized data, you can set "Optimize iPhone Storage" on the iPhone. The iPhone will still keep copies of all of your photos and videos, but this permits it to substitute lower-quality, space-saving local copies for full-size ones, to free up device storage. iCloud retains the full-size versions which presumably can be re-downloaded "on demand".

Substitution of space-saving copies for full-size ones, or vice versa, is under the phone's control. Do not manually delete photos from your phone thinking they will still be in iCloud. iCloud is a synchronization service, so deleting a photo anywhere will be taken as a request to delete it everywhere.
