Music library did not transfer from iPhone 11 to iPhone 16
on my new iPhone 16, I restored from my iCloud backup. Everything else transferred, but music did not. I only got three songs which I had purchased from Apple.

not part of the backup as outlined here What does iCloud back up? - Apple Support
If it is non purchased music you would need to sync the new phone to itunes to get the music.
