Each time I try to open the Photos app, it crashes instantly and exits to the home screen. I’ve tried restarting my device, but the issue persists. What steps can I take to resolve this?

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after the Apple Logo appeared indicating a re-start.

If forced start does not do it, try to zero the iPhone prefs via General > scroll to the bottom > zero (do not reset to factory defaults).
If that does not do it, I'd backup (either to iCloud or local or preferably both), reset to factory defaults, and restore (at least here we must remember to activate banking in another device before factory defaults because banking info can not be backupped, then activate it also in the iPhone itself with the other device).
Before I do a factory reset, is there anything else I can try to fix the problem?

What was the result of the Forced Reset?
Same. When I tap on the Photos app, it opens for about a second and then immediately crashes and closes itself.
Before you do anything, make sure you are backed up. Do you use iCloud Backup? Do you use iCloud Photos?
