iPhone 16 ringer and notification volume suddenly turning very loud without warning

I've had my iPhone for 4 months now and something is wrong with the notification and ringer volume. It will all of sudden go to max volume without me touching or doing anything. The ringer and notification volume in the settings still show its on the lowest possible volume it can be at but the ringer or notifications from a message are so incredibly loud. This happens almost daily. The only way to fix the issue seems to be shutting off my phone and then turning it back on. Has anyone else encountered this issue? It is very annoying.
