i have been using a shared apple id, and would like to make a new apple id without loosing any photos, passwords or contacts, and without having to pay for icloud storage

Make sure that each family member has a unique Apple Account - Apple Support
You cannot recover from this mistake without losing data. Perhaps you may share data if you wish.
