Why are you trying to delete everything?


If your plan is to give the Mac a new home by selling, giving away or recycling it, then this:

What to do before you sell, give away, trade in, or recycle your Mac - Apple Support


If you just want to basically reset the computer to keep and use, then this:

Requires macOS Monterey or later on a Mac with Apple silicon or the Apple T2 Security Chip

Erase your Mac and reset it to factory settings - Apple Support
