My disk utility is not loading all the way. See screen shot below.
So I want to reinstall because I have an external drive I'm trying to mount, but there's no where on the web to download it.
Suggestions?

Have you restarted your Mac lately?
Rebooting is the best first step in troubleshooting.
If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in safe mode. Use a wired USB keyboard for this. If you have the Magic Keyboard, plug that into the Mac with its charging cable.

Does Disk Utility work properly while in Safe mode?

The Disk Utility application is a component of macOS, is installed along with the OS and cannot be deleted from the Mac without removing the OS. There is no separate download or installer for Disk Utility.
Reinstalling macOS is often a remedy for trouble on the Mac. Reinstalling macOS lays a fresh copy of the OS on the startup drive, replacing any files that have been corrupted, and includes fresh copies of the apps that come pre-installed on the Mac.
Often Disk Utility will be unresponsive if the drive is having trouble, might be responsive much later if fsck fixes it behind the scenes.
Drive DX may give better indication of drive health.
The only way to replace Disk Utility is to reinstall macOS.
No, I haven't restarted lately, but I've tried that before. I actually downloaded disk drill. Didn't even run it and the drive showed up. I'm now in the process of copying everything off in case it dies completely.
