can not get into my icloud on my iphone.Has no highlight on it
can not access my icloud account on my iphone. Has no highlight on it. Looking to restore it.

If you have Screen time and parental controls active, changes to the Account section may be restricted.
Check Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ Allow Changes to ➜ Accounts and make sure it's set to Allow.
Also, if your phone has a corporate or school Exchange account, it may have installed a profile that restricts changes to the account. In that case, you would need to delete the Exchange account profile or contact the corporate or school IT department.
