Have 40% empty space at the least.
Troubleshooting iPhone Storage:

... of course if there was no whatsapp icloud backup set up before Whstsapp stopped working on ios14 then there are less options to recover the chats on a fresh device setup. Recovery from general backup may work if there is enough storage available onboard.
