Why does iCloud Drive still show 55GB storage usage after deleting a large file?

I sent a 55GB file to my iPhone and via airdrop which got saved on the iCloud Drive then deleted it and deleted again on the "recently deleted" folder. However, when I view iphone storage > iCloud Drive, it says the app is taking up 55GB worth of storage still. What could be the issue?
