How to enroll in the developer program from Bangladesh.

I'm from Bangladesh, and I'm trying to enroll in the developer program. But I can't change my Apple account country/region from USA to Bangladesh. When I created my account, I used Bangladesh, but after logging into my Mac mini, it automatically changed to the USA. If I upload my Bangladeshi document to verify my identity, it fails. Can someone help me with what I can do?
