Unable to update my iPhone 6s to iOS 17

My iphone 6s is failing to update ,hence sometimes it gives me messages that it needs to be activated

That is correct. You cannot update an iPhone 6s to iOS 17. The iPhone 6s no longer receives major version updates – and cannot update past iOS 15.*.

No, it does not. iOS 15.8.4 is the highest version it supports.
