passkey login error: Can't verify your account. Try again or continue with password.

i am unable to login with passkey to appstoreconnect. no problem with password. but passkey fails always with this error: "Can't verify your account. Try again or continue with password.".

problem continues on different macs or iphones (safari). so it's not a cookie issue. and i'm sure that it's not a connection issue because problem persist with different networks.
