Deleting WhatsApp will free up any storage space that it is using. You can add it back for a fresh start. Any bug in WhatsApp will have to be resolved by Meta. Here is the link for WhatsApp support and to send them feedback.

Best way to check where your storage is going is, on your iPhone go to...
Settings -> General -> iPhone Storage
From there you can see your currently used storage breakdown so you can figure out where your storage is going!
If your iPhone is constantly out of storage, this would indicate you purchased an iPhone that is not sufficient enough storage for you. System storage cannot be increased, meaning you are left to clear some data out or purchase a new model with more storage capacity.
Also note that iCloud Storage is not an alternative. While it can store iCloud Photos and Videos data and that’s about it, it is primarily for storing backups and syncing.
If you think you have a WhatsApp bug that could be taking up more storage, delete the app and reinstall it.

WhatsApp knows that. Instead of fixing it so the storage values make sense, they just claim that WhatsApp calculates storage differently.

It's possible that there might be a difference in the storage usage noted by your WhatsApp app and iPhone. Can you please post a photo of your Storage menu?
Also note that the same difference in reported storage applies to your backups. You will need more the twice the storage space as WhatsApp reports for the size of your backup.
