How do I make alarm audible on my iPhone 16?

Do you wear an Apple Watch? If so, the alarm will sound on your watch, not the phone.
The first thing I'd try is to delete all the alarms and add them back.
The OP may want to move alarm sound to the phone with
iPhone, Watch app, My Watch tab, Clock then turn off Push alerts from iphone

Do you have Attention Awareness turned on? This feature determines when you are looking at your iPhone and automatically adjusts certain features such as volume. Go to Settings > Face ID and Passcode > Scroll down to Attention Awareness and turn off.

Also, a great suggestion!
I was able to fix my problem by deleting the notifications and then reentered them. Who knew?!? (If you have more than a couple I would suggest taking screen shots before deleting.)

Do Not Disturb and Silent Mode do not affect the alarm sound.

Having the exact same issue, and it’s also affecting my emergency bypass notifications which is, y’know, a problem.
