Apps not opening when clicking on the icon

I recently bought a Mac mini 24/526 M4, now running Sequoia 15.4.1.

I've encountered this issue where if I click an icon it might not open, or after waiting several minutes and clicking on the icon again it might open.

One app I had to reinstall to make it work, the Calendar and iPhone mirroring app sometimes won't open either.

This is currently an issue with Finder as well, it simply won't open after clicking the icon, restarting or after going into security mode. It does work with Command+N, clicking the icon after multiple restarts does not.

Edit: Viewing all the windows for the app I have clicked displays nothing, and I'm only using one desktop with one screen. There is a dot under the icon that I've clicked on. Force quitting Finder does not solve the issue.
