getting photos from iphone to laptop, Trust this computer, not working?

I am trying to transfer photos from my iphone to my Windows 11 laptop. when i plug in the cable between the two, it pops up and asks "Trust this computer?". I click on Trust. I then enter the devices passcode, and then i see the main screen of the phone. But on the laptop, i can't seem to access the iphone at all? Iphone is Iphone SE, running latest software. This is a work laptop and phone, so there are limitations on both. However it used to work, and it does work for my coworkers. Any ideas?

Are you using iCloud Photos?

If you are, you might need to use iCloud Photos on the PC – either after installing iCloud for Windows or by logging into the iCloud Web interface (https://www.icloud.com/). (Given that this is a work laptop, using the Web site would make a lot more sense than installing iCloud for Windows; I don't think you want to leave your employer's laptop hooked up to your personal Apple Account.)

I can't install icloud for windows on this computer. Nor can i access icloud web interface.
