Why does Screen Time limit continue to run even after closing apps on iPhone?

okay so almost all the time now, when ever I use the apps I have screen time limits on, and I don’t use them till the way through the whole time that I have, it’s just blocks them. I can provide an example. It says that I have spend 5 hours and 55 minutes on everything today, but scrolling down, the times don’t even match up. For example, it says I have an hour for Spotify each day. But then I only use it for 8 minutes, then I close it, the timer is still going for some reason, and it blocks it. Same thing for YouTube and google.
