How to resolve 'Verification Failed - Unknown Error' when pairing Apple Watch5 with iPhone 16?

Hi, I am trying to Pair Apple Watch5 to IPhone 16 and receiving error "Verification Failed - Unknown Error Occurred".

The Apple ID is currently logged into an iPhone 11 which is being transferred to a new iPhone 16.

The watch is second hand, and the lady has unpaired and removed from her Apple ID and IWATCH App.

Have you tried to force restart the watch to see if the issues persist?

To force restart, hold down the side button and the Digital Crown at the same time for at least 10 seconds, until the Apple logo appearS

Never do this when updating watchOS!

No luck, sorry.

I even restored it back to new and tried to set it up again.
