How to recover photos from a stolen iPhone without iCloud synchronization?

‏Hello my friends, someone stole my iPhone and there are many pictures about my died mother, I lost all the pictures.. and when I bought a new phone and tried to get pictures from iCloud I could not get back my photos were in my stolen phone maybe I was not applying the photo synchronization in my stolen phone, pleasssssse how can i get the pictures in my stolen phone💔
