Why can't I update my iPad over iPhone's cellular hotspot?

I have an unlimited 5G plan, and Iphone IS MY WIFI. Why do I need to look around some Android phone just to update my iPad???? It is ridiculous. Also why lock iPad specifically? Why I can update my iPhone, MacBook, Watch just fine over hotspot/cellurar, but not an iPad?

At no point did I indicate that you couldn't perform the update over a Cellular network - merely that you cannot perform a Baseband update over a Cellular connection while the iPad's Cellular hardware while it is active.


When connecting using a Cellular hotspot, your iPad is making its internet connection via WiFi (therefore allowing the Cellular Baseband firmware to be updated). The difference in network connection is perhaps subtle, but important to understand.

For all other non apple devices it is just a WiFi. If it is not, why all other devices can upgrade itself then? Sitting and finicking with finder to update is just frustrating.

iPhone's hotspot It is not even WPA3 protected WiFi, to claim some compatibility issues. Just plain old 802.11. There no other reason other than being malicious or incompetent to block updated. They are not even selling AirPorts anymore.
