I have an unlimited 5G plan, and Iphone IS MY WIFI. Why do I need to look around some Android phone just to update my iPad???? It is ridiculous. Also why lock iPad specifically? Why I can update my iPhone, MacBook, Watch just fine over hotspot/cellurar, but not an iPad?

Your iPhone is not your wifi. You're thethered via 5G but that is something else as wifi.
Do you have a pc or Mac? You can update via a USB connection as well
Many iOS/iPadOS updates require the use of a WiFi connection. Baseband software updates cannot be performed over a Cellular connection.
Your initial screenshot clearly indicates that you cannot perform this update unless you have a WiFi connection.
Go the a McDonald’s order a coffee and update there from their free WiFi. You can go to your local library and update from there too.

At no point did I indicate that you couldn't perform the update over a Cellular network - merely that you cannot perform a Baseband update over a Cellular connection while the iPad's Cellular hardware while it is active.
When connecting using a Cellular hotspot, your iPad is making its internet connection via WiFi (therefore allowing the Cellular Baseband firmware to be updated). The difference in network connection is perhaps subtle, but important to understand.
For all other non apple devices it is just a WiFi. If it is not, why all other devices can upgrade itself then? Sitting and finicking with finder to update is just frustrating.
iPhone's hotspot It is not even WPA3 protected WiFi, to claim some compatibility issues. Just plain old 802.11. There no other reason other than being malicious or incompetent to block updated. They are not even selling AirPorts anymore.

My IPad does not even have a cellular hardware. It is connected to the IPhone via WiFi.
So what, specifically, is the problem?
If you can connect via WIFi using your mobile phone hotspot, you have demonstrated that you can successfully update your [now declared] WiFi Only iPad.
No I can’t. I’m getting error as on the screenshot in the initial post, that I understand that on WiFi only iPad I need a “real” WiFi, and not a IPhone’s hotspot.
