There is no charge for using your Apple TV 128GB device. The charge comes when you choose to subscribe to Apple’s Apple TV+ streaming service. Apple TV+ provides access to to Apple’s own content it produces. Apple TV+ applies only to Apple produced content, not any movie you find. Apple TV+ is not like Netflix or Max.
To whom are you paying $9/mo? And for what content?
The Apple TV box is a stand alone device which offers access to many apps and services.
One such service is Apple's TV+ subscription which offers original content produced by Apple. You do not have to pay for this if you do not want access to that.
Commercial Movies and TV shows can be purchased or rented separately from the iTunes Store and do not require that subscription.
You can also download apps for 3rd party services such as Netflix, Amazon, HBO etc... those require their own subscription not related to the TV+ subscription.
Paying for a physical Apple TV box is separate from anything available through the iTunes Store system.
Paying for an Apple TV+ subscription only covers Apple-original content; click here for the list of it. Items which show an individual price aren't part of either paid or trial memberships and cost the same regardless of status.

I just cancelled it. It was to Apple but never said it was free for 3 months.....
Sorry you didn't find the content worthwhile to subscribe to. Apple TV+ shows and movies have won numerous awards and accolades for the quality of the content.
