Why is my NFC not working without the app on iPhone XS Max and iPhone 8 Plus?

Hello, I have 2 devices, Iphone XS Max(IOS 18) and 8 Plus(IOS 16). Both have NFC issues. If I use apps that allow reading and writing to NFC tags(For example NFC Tools), they work perfectly. But if I normally touch the nfc tag to the device, it does not respond. Even if I turn on NFC reading on the Control Center of the 8 Plus, or the XS Max is always on, it does not respond to NFC. The NFC tag I use to share contacts, use NFC Tools on the Iphone to write. If I scan it on some android devices that I have, it works. Please help me. The Iphone is on the latest IOS version.
