How do I make PDF redactions permanent on a Macbook Air?

I redact parts of a PDF in Preview and save the document. When I reopen the document, there are no redactions. I'm on a Macbook Air with Sequoia. How can I make redactions permanent?

The PDF or PDFs in question where you are redacting


Where do they come from


Some Authors of PDFs may have limited the recipient ( you ) from Modifying Content of their PDF(s)
