As of today, i am looking into making a phone call on my iPad (iPadOS 18) device and i send a link from someones phone to the app store and says this message at the top "Not compatible with this device see full list of compatible devices but i saw that they are many phone call apps for ipads and why isn't this one compatible with it?

Because the iPad is not a phone, it cannot access cellular voice networks. you can use FaceTime to make a call over wifi
If you also have an iPhone, you can make and receive phone calls through the iPhone on your iPad. See instructions in Use iPhone to allow calls and text messages on your iPad - Apple Support
Your right i can use FaceTime to make calls so i think maybe i will try making a call on FaceTime and see if that works
