Can a hacker access iPhone data through a shortcut without passcode or IMEI?

Would a hacker be able to create a Shortcut that requested phone data from 16 different places (not sure which ones they were) after X action is done or would it need to be someone with a passcode or access to your IMEI # or developer/license information. I was hacked but know nothing about this stuff and may need to get out of a situation someday.
