Apple Pay deducted 3142 pesos for TikTok Promote ad, but payment failed and refund denied

I’m a seller at TikTok, and I used the Promote in-app. Apple Pay deducted 3142 pesos from credit card but the Promote App did not run. It said payment failed.

and now Apple refused my refund request.

I submitted a ticket to TikTok but no real response received yet.

Apple pay: declined transaction I am currently living in Japan and my billing address is complex due to my mother being put on orders with the military. Shipping things from America to my Japanese residence is quite expensive. So, I used my boyfriend's address while trying to use my card and my billing address to my card. However, the payment did not work. It had an option to do Apple Pay, so I tried to pay through Apple Pay and it took $198 out of my bank and declined my transaction. Now I want to know if I will get my money back and how long it will take for Apple Pay to refund my money.
