Messages not downloading on my iPhone after disabling iCloud

I am trying to have all my messages locally stored on my iPhone 11 as opposed to iCloud as I am going to be switching to android and want them on my phone so I can transfer them to the new phone. I have about 70 gigs in icloud of messages and 80 gigs free on my phone. I have disabled messages in icloud and overnight the size of the messages app in my phone did not change at all. So nothing downloaded to my phone at all. This is getting incredibly frustrating as I just want to have my messages stored locally on my phone.
