Macintosh HD icon not showing all folders after Sequoia upgrade

After upgrading to Sequoia clicking on the Macintosh HD icon I no longer open a window showing all my folders. Instead I get a window showing 4 folders, Users, System, Library and Applications. I have no way to access any of my data.

What you see in the Macintosh HD folder is what you should see. The three home folders should be inside Users. If you had been storing files directly inside the Macintosh HD folder, they would have been moved into Relocated Items inside the Shared folder.
