Sign out of iCloud and back in again.
if necessary go to https://www.icloud.com/ and try signing in.
Does it work in safe mode or after it?
FWIW one family member could not accept iCloud terms and conditions on her iPhone for months. Rebooting, logging out/in iCloud, or resetting iPhone settings did not help. But after backup, reset to factory defaults, restore, it finally worked. So I'd try that if all else fails on a Mac.
Thank you for replying. I have done the browser-based log-in and out, and in, various ways. It works there, but doesn't stop the constant finder pop-ups, and I cannot log out from the laptop/desktop.
