How to resolve 'verification problem' for non-US billing method on iPhone?

i am getting a bill problem i am not in usa plus i am not getting back to contact my bank till at least 3 months bur i can’t buy or download anything on my iphone idk why they keep giving verification change your billing method

If your region is set to the US, you must have a US issued payment method. There's no way around that.

Please clarify your situation.

What country are you currently in? What do you have your region set to for the store? What country is the card from that you're trying to register as your payment method.
