...Does it say the battery is "Unknown" or similar status?

Fundamentally, I don't believe what you're asking for will come to iPhone. For one, Siri is not voice dependent on iPhone. That means Siri will respond to any voice who wakes Siri. Requiring the phone to be unlocked before Siri will do some functions makes sense as a result. It requires that you the owner of the phone really want Siri to do what you've asked. Otherwise, anyone could do things on your phone without you controlling it. That simply would be bad.

Please check this out first.

Settings > FaceID and Passcode > Siri [Enable]. Even after this, unlocking the iPhone is typically required for Siri to reply to a message for security reasons. Read more in my next post.

That's a question no one here on this user to user only forum can answer. To date, the only Apple device which is person dependent is the Home Pod. I think a lot of people would agree with your question, however.
