Updated to 17.7.7 and now keep needing to sign in to Ring every time I open. iBooks doesn’t keep setting, weather app has issues.
If not, how do I revert to earlier software version

… and don’t be fooled by the Apple backup/restore process. This just does the data and Apps.
iPadOS will remain the same (e.g. at 17.7.7) even if your backup was taken before you “upgraded” (e.g. when you were on 17.7.6)
iPadOS 17.7.8 has been released - and is now available for download.
If you look at other very recent iPadOS threads here, you will quickly find that:
—this is a known issue with the update
—Apple is aware and have pulled the update
—As other end users, no one here can tell you when it will be fixed.
All you can do is to help Apple understand the scale of this issue by using this feedback link:
You can’t revert back, have to wait until Apple release a fix.
