iPad Photos does not respond when modifying a slideshow

The instructions for modifying slideshows from Photos on an iPad (adding or removing photos from the slideshow) call for playing a memory, tap the screen, tap “Photos”, then tap the three horizontal dots. When I follow these instructions nothing happens when tapping the dots. Similar instructions for reordering photos in a slideshow yield the same lack of action when touching the three dots. I must be doing something wrong but I cannot figure what it is. Can someone help me?

Just to be straight with vocabulary, the" three horizontal dots" is the Edit icon.

It is meant to represent adjustment sliders

used for editing on the Mac and other editors.

When you go to one of these pictures in the Library view or in an Album (rather than in a memory,) does the Edit icon lead you to the normal editing mode? Or does it do nothing there, as well?

Have you tried a forced restart?

Force restart iPhone - Apple Support

This is different from a simple Power Off. I had to continue holding the button down past the "slide to power off" message, and then I released the button only after  the Apple Logo appeared indicating a re-start.
