I lost all my bookmarks on all my devices after an update on my Mac
All my devices are 100% always synced with iCloud
After restoring them from my TM backup, they all disappeared again after a few minutes.
how can I get them without being overwritten by iCloud every time ??

Turn off Safari in iCloud (Settings > [your name] > iCloud) on all your devices except the Mac. Restore from Time Machine and wait a few minutes to make sure the bookmarks stay on your Mac. Then turn back on Safari in iCloud on the other devices.

I believe you will be prompted on your other devices to delete the Safari data (bookmarks…). Do so. This way your other devices won’t have any way to “remember” their Safari settings and will have to download them from iCloud (which will be updated with your Time Machine restore.)
