two rows of black dots perfectly spaced in a pattern on both sides of my ipad, if i rota my screen they rota with it.
it can only be setting as it’s not the screen
the dots are black on a light background, and white on darker background

You appear to have activated Vehicle Motion Cues - this being a new feature introduced with iOS/iPadOS 18.
This feature is easily disabled from your iPad (or iPhone) Accessibility settings:
Settings > Accessibility > Motion > Show Vehicle Motion Cues - set to OFF
