Macbook Settings - Cannot Connect, Retry.

I can't close the 'Settings' through task bar, and cannot shut down my MacBook either due to this Settings Windows. When I clicked 'Retry', the windows will refresh for awhile and come back to this again. My wifi is good, and MacBook is connected to the wifi as well. what can I do to shut this down?

You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.
