My phone randomly restarted after I cleared up some space, and when it came back on a blot dot was visible on the screen, which I have no idea what it is for. No app is using my location in the background. Does anyone know what it might be?

Your iPhone is using Screen Mirroring, or an app is actively using your location. Swipe down from the top-right of your iPhone to open the Control Center. There you can first see if you are Screen Mirroring and if so to turn off, and what app is using your location.

Well, actually, if there is a blue (or any other color) background for the time display it means that there is a foreground app running that is currently hidden. You can open that app by tapping on the blue icon.

The Voice Control indicator is blue but it has a stylized audiogram (a little squiggle) in the center.
When the download is complete,

An orange dot means an app is using your microphone, not the blue dot. Also Voice Control has its own designated icon when it's being used.
