Photos Library file wasting space resources

I turned off Photos and now have 0 photos (and 0 videos) in my Photos library.

Why is Photos Library file wasting so much space (251MB - that's 1/4 GB) storing info about ... nothing?

Pictures/Photos Library.photoslibrary/resources/journals/Asset-snapshot.plj : 91MB

Pictures/Photos\ Library.photoslibrary/database/Photos.sqlite : 65MB

Pictures/Photos\ Library.photoslibrary/database/search/psi.sqlite 15MB

Note, this is after all disk activity ceased - it took a while for the deletions to happen.
