First of all, you didn't get a text or a phone call from Apple. Apple doesn't do that. What you got was a phishing scam text/call designed to scare you into buying software/tools you don't need for issues you don't have. Apple simply will never text you or call you. So be vigilant and understand these are scammers who do text and/or call.

It's good you changed your password, but it was likely unnecessary to do so, unless you responded to scammer in any way. Never respond to texts/phone calls from anyone you don't know.

It's extremely difficult and outrageously expensive to hack an iPhone. Only people on the world stage really need to be concerned. They are high ranking government officials, CEO's of high profile companies, etc.

FYI - there are no known hack/malware/spyware/virus for a non jailbroken Apple device.

You have got something else going on there. Turning Face ID on your phone or even requiring Face ID to unlock an app in no way allows a person access to your account if you did not give them your Passcode and physical access to your device to allow their face to be used. Anyone calling you does not mean they have access to your account either. MrHoffman provided the correct solution to contact the Police as you are reporting theft and also stalking. Both of those are criminal charges and have nothing to do with Apple and if the police need any information, Apple will cooperate with any investigation through the use of a subpoena.

Someone hacked my phone and I found out how they’re doing it. They turned Face ID on my whole phone so any app I go into it it’s my face that’s allowing me to get in there and every time I turn Face ID off within 10 seconds it goes back on. I called the bank and they were able to delete four of the same person getting into my account. He has stolen $32,000 from me. He calls me all hours of the night. He’s pretending he’s Elon musk is there anyway I can block him out of my account totally

That’s a discussion with a lawyer or with police, not with anyone here, given the reported behavior and the reported theft.
