If you are the Organizer of a Family Plan that uses Purchase Sharing, then any members are authorized to use your payment method and those will appear under their Apple Account and you can also view their purchases.

If that is not the case, then you also must consider if your payment method was compromised and you are seeing fraudulent charges. Scammers do install skimming devices on retail terminals to read your card details. These are commonly seen when used at gas stations or ATM's where the scammer has uninterrupted access to the terminals to install the device. With any fraudulent charge, those need to be disputed with the bank that issued the card. Using the link to contact Apple will help you to make that determination, but the resolution will still need to be done by disputing the charge with the bank.
