Why isn’t there an Apple Community App?
Maintaining ASC and one (web) user interface is a large project.
Implementing and maintaining a second user interface (the app) and adding (and securing) an API-like interface (for the app) only adds to the effort.
But “why?” questions are not something anybody around here can answer.
Only Apple.
Suggest it to Apple.

And that certainly does not mean that they are all necessary when a website offers the exact same user experience. Some developers find that an App allows for better monetization options through in-app purchases managed by Apple then what they can do on their own website where they have to manage their own transactions.
