How do I change country/region with Apple Account balance?

Hi, I’m trying to change my Apple ID country/region from the United States to Brunei, but I still have $0.69 left in my Apple ID balance. I’m unable to spend it or add the exact amount to make a purchase. Could you please remove or adjust the remaini.
