I accidentally deleted my shortcut for Files Utilities. The app store shows it’s still on Ipad but how do I create a shortcut? I just want it back on my homepage.

It is most likely in the App Library, the last page of the Home Screen. Go there, search for Files, long-press the Files app and move it to your Home Screen.
