I got a new iPhone and had to trade in my old phone as part of the deal. Before trading the old phone in, I deleted a bunch of photos and apps (I also deleted them from the recently deleted bin). As it turns out, those photos also got deleted on my new phone and are now apparently gone forever?

I'm sorry to say that it doesn't help you now. As muguy said, you will have to rely on your own backups, as iCloud Photos will have propagated the item deletions to the new phone. (That is its job.)
Yes. If you use iCloud Photos anything done on one device is reflected on all devices. You can restore from the backups that you keep elsewhere or the original sources.
