I have a storage plan which I buy from Apple. I’ve just subscribed to AppleTV and this package comes with more storage. My wife is almost at her phone storage limit. How do I give the Apple TV storage to her, without having to change the subscription?

if you have icloud storage or gets it along with apple one
then you can use family sharing to let your wifes devices also backup to icloud
but icloud storage is not the same thing as local storage

so if your wifes has too many movies apps photos or the likes on her device so her local storage is low
then getting access to icloud storage will not resolve her problem
Not quite following, there is no Apple TV storage, except on device but it’s really a streaming only device. Device storage on iPhone cannot be increased. Do you mean iCloud storage?
