Can not purchase Apple Developer account

My device is a Mac Pro M1

I have tried to enroll account the Apple Developer account with the Apple Developer Program and Apple required documents of the company and developer, like a national ID of the government, driver's license, verification of employment, badge card until the enrollment request has been accepted.​​

Next, I made a purchase, and about a week later, I received the following email:
