Single-click Mouse to Open Setting Missing?

I cannot find a setting that allows me to single-click (left) the mouse to open a file or start a program. Anyone know where it is. AI responses on Google Search only refer to trackpad or more likely give wrong/incorrect responses. I need real intelligence, not artificial. Thanks in advance.

Mac mini, macOS 15.5

That was just an example of use of that command. I don’t know what the default delay is. I set it to 5 seconds because I don’t use or need the Dock, and that is enough to prevent it from accidentally appearing if I move the cursor to the area. I also put it on one side to more out of the way.

Is there some file I can edit to change the float value instead of running the command? I am reluctant to run commands such as these because I never know what happens if I make a mistake and break something. Or is there a way to restore to the original value if necessary? Thanks for your time. First time with macOS. And are you sure the syntax of this command is EXACTLY correct?
