Why can’t I turn off scroll inertia on my Magic Mouse?

I have a Magic Mouse 2 and am on Mac OS 15.5 on a Mac Mini 2024 M4 Pro. When I scroll, it's like the inertia is set on maximum. Under System Settings, when I select "Use inertia when scrolling (Mouse)" and toggle it off, when I go back to the same pop-up window, inertia is toggled back on. I can't seem to turn inertia off. Please help.
